 उड़ीसा वैसे तो बहुमूल्य खनिज  के भंडारों से भरा पड़ा है पर .कुछ जिलों को छोड़कर बाकी जिलों की माली हालत बहुत खराब है पुरी सांस्कृतिक टूरिज्म के भरोसे है तो  संबलपुर  संभाग लौह खनिज के भरोसे  बाकी जिलों की माली हालत बहुत ही खराब है ,बेरोजगारी चरम पर है किसी भी तरीके के रोजगार के संसाधन वहां है नहीं है खेती किसानी भी बहुत अच्छी नहीं होती फिर भी इन तमाम अविधाओं के बावजूद उड़ीसा के मुख्यमंत्री नवीन पटनायक बाकी विकसित राज्यों  को पीछे छोड़ते हुए नंबर वन पर कैसे हैं यह सवाल उठना लाजमी है इसी सिलसिले को विस्तार से जानने के लिए जब हम उड़ीसा के दौरे पर थे तो लोगों से हमने पूछा पूछताछ में जिसने सबसे पहले थे  पत्रकार  फिर उद्योगपति थे फिर छोटे छोटे व्यवसाय करने वाले लोग थे ट्रांसपोर्टर थे गांव के पंच सरपंच स्तर के  फिर उड़ीसा  के सामान्य जन लोग थे

 सभी का मेला जुला कहना था कि नवीन बाबू तो  पिछले 5 वर्षों से स्वास्थ्यगत  कारणों के चलते बहुत कम समारोहों  मैं शिरकत करते हैं लेकिन घर पर ही रह कर वह पूरे उड़ीसा को निर्विवाद रूप से संचालित कर रहे हैं करीब 6 करोड़ की आबादी वाले इस प्रदेश में ऐसा नहीं है कि समस्याओं का भंडार नहीं है फिर कैसे यह शांति के साथ बिना किसी विवाद के राज चला रहे हैं और नंबर वन पर भी आ गए हें |

 इस प्रश्न का हल निकलने में ज्यादा देर नहीं लगी स्थानीय उड़ीसा कैडर के अधिकारियों ने एक स्वर में कहा की नवीन बाबू के  राज्य को चलाने वाले उनके विश्वसनीय आईएएस  वीके पांडियन  है नवीन पटनायक की सहमति से वो इस राज्य को सुचारू रूप से चला रहे हें  सुनकर बड़ा अजीब लगा की एक जूनियर ब्यूरोक्रेट्स  राज्य को चला रहा है वैसे तो आम धारणा है कि ज्यादातर  ब्यूरोक्रेट्स राज्य की योजनाओं का संचालन करते हैं  पर एक जूनियर  आईएएस अधिकारी इस राज्य को संचालित कर रहा है यह थोड़ा आश्चर्यजनक लगा जूनियर  आईएएस पांडियन सिर्फ राज्य  संचालित कर ही नहीं रहा है बल्कि मुख्यमंत्री को भी  नंबर वन की  रैंकिंग पर लाकर बैठा दिया है |

 वीके पांडियन मूल रूप से तमिलनाडु के निवासी हैं, 2000 में उन्हें उड़ीसा कैडर के आईएएस अधिकारी के पद पर नियुक्ति मिली थी और तभी से उन्होंने अपनी कार्यकुशलता  के चलते वह लोकप्रिय हो गये  थे सीनियर आई ए एस ओं का कहना है कि  पांडियन की नजर  सीएम हाउस में अपनी पैठ जमाने के लिए हमेशा आतुर रहती थी  उनकी मंशा 2011 में  पूरी हुई और वीके पांडियन मुख्यमंत्री के निजी सचिव के रूप में मुख्यमंत्री हाउस  प्रवेश कर गए, पांडियन का सितारा उस वक्त चमका जब  उड़ीसा में तख्तापलट का राजनीतिक संकट पैदा हो गया था,  यह सब 29 मई, 2012 को शुरू हुआ था ,  मुख्यमंत्री नवीन पटनायक के तत्कालीन राजनीतिक सलाहकार प्यारे मोहन महापात्र ने  'तख्तापलट' करने का ऐलान कर दिया था  । उस समय नवीन  पटनायक लंदन की यात्रा पर थे। तत्काल अपनी वापसी  कर, नवीन पटनायक ने  तख्तापलट के प्रयास को सफलतापूर्वक समाप्त  तो कर दिया, लेकिन उन्हेंने  अब  एक विश्वसनीय विश्वासपात्र की तलाश शुरू कर दी थी  जो महापात्र की जगह ले सकता था संयोग से, उसी रात एक युवा आईएएस अधिकारी, वीके पांडियन, अपना 38 वां जन्मदिन मना रहे थे  यह जन्मदिन उनकी टर्निंग प्वाइंट का दिन साबित हुआ और वह  नवीन पटनायक के  सबसे भरोसेमंद और सक्षम विश्वासपात्र के रूप में  पांडियन का  पुन: जन्म हुआ । पांडियन 2011 में सीएम के सचिवालय में शामिल हुए  ही थे , लेकिन के बाद में  उन्होंने नवीन पटनायक के दाहिने हाथ के रूप में निर्विवाद भूमिका हासिल कर ली थी।

वीके पांडियन में एक  बात बिल्कुल साफ है कि वह बिना नवीन पटनायक की अनुमति के कोई भी काम नहीं करते  यही विशेषता है कि वह नवीन पटनायक के सबसे विश्वसनीय आईएएस अधिकारी का तमगा हासिल करने में सफल रहे   पूरे उड़ीसा में   यह प्रचलित है की वॉइस ऑफ नवीन पटनायक का मतलब है वीके  पांडियन  का फरमान
