एएचपीआई की पहल पर अस्पतालों की सीजीएचएस, ईसीएचएस और आयुष्मान योजना की समस्याओं का हुआ निराकरण

- सीजीएचएस ने ओपीडी परामर्श, आईसीयू और वार्ड की दरें बढ़ाईं, ऑपरेशन शुल्क की जानकारी आना बाकी

रायपुर 15.04.2023///  एसोसिएशन ऑफ़ हेल्थकेयर प्रोवाइडर्स इंडिया (एएचपीआई) की राष्ट्रीय बॉडी की बैठक गत दिनों 13 अप्रैल 2023 को संपन्न हुई जिसमें सभी प्रदेश इकाइयां शामिल हुईं। एएचपीआई छत्तीसगढ़ चैप्टर के अध्यक्ष डॉ. राकेश गुप्ता और महासचिव अतुल सिंघानिया ने बैठक में छत्तीसगढ़ का प्रतिनिधित्व किया। बैठक में एएचपीआई के राष्ट्रीय डायरेक्टर जनरल डॉ. गिरिधर ज्ञानी ने बताया कि केंद्रीय कर्मचारियों की स्वास्थ्य सुरक्षा संस्था सेंट्रल गवर्नमेंट हेल्थ स्कीम (सीजीएचएस) द्वारा पिछले कई वर्षों से इलाज की दरों की समीक्षा नहीं की गयी थी। अस्पतालों के बढ़ते संचालन व्ययों की वजह से पुरानी दरों पर अस्पतालों को मरीजों का इलाज करना कठिन हो रहा था। इसके लिए एएचपीआई द्वारा राष्ट्रीय स्तर पर सीजीएचएस से दरों में बढ़ोतरी का अनुरोध किया गया था। एएचपीआई की इस पहल को प्रारंभिक सफलता मिली है। सीजीएचएस द्वारा ओपीडी परामर्श, आईसीयू और वार्ड के बिस्तर शुल्क में वृद्धि कर दी गयी है। हालांकि ऑपरेशन और अन्य चिकित्सकीय प्रोसीजर की दरों के संबंध में अभी स्पष्ट जानकारी प्राप्त नहीं हुई है।

डॉ. गिरिधर ज्ञानी ने यह भी बताया कि एएचपीआई द्वारा एक्स सर्विसमैन कंट्रीब्यूटरी हेल्थ स्कीम (ईसीएचएस) द्वारा अस्पतालों को लंबित भुगतान का विषय भी बहुत जोरशोर से उठाया था और इसके लिए देश के रक्षा मंत्री राजनाथ सिंह तक को पत्र लिखा था। पिछले महीने तक देशभर के अस्पतालों को ईसीएचएस से लगभग 2100 करोड़ रूपए प्राप्त होने थे। एएचपीआई की पहल का सकारात्मक परिणाम आया है। 31 मार्च 2023 तक ईसीएचएस द्वारा पूरे देश के अस्पतालों को उनके लंबित बिलों का लगभग पूरा भुगतान कर दिया गया है।

बैठक में एएचपीआई छत्तीसगढ़ चैप्टर के अध्यक्ष डॉ. राकेश गुप्ता ने बताया कि छत्तीसगढ़ में आयुष्मान योजना के तहत अस्पतालों का काफी भुगतान बकाया था। एएचपीआई छत्तीसगढ़ द्वारा राज्य शासन के संज्ञान में यह विषय लाने पर अस्पतालों को आयुष्मान योजना के तहत किये गए इलाज का पैसा मिलना प्रारंभ हो गया है। साथ ही छत्तीसगढ़ के ईसीएचएस अनुबंधित अस्पतालों को भी उनकी बकाया राशि का लगभग पूरा भुगतान हो गया है।

एएचपीआई छत्तीसगढ़ के सचिव अतुल सिंघानिया ने बताया कि एएचपीआई राष्ट्रीय बॉडी द्वारा एम्स रायपुर में 28 अप्रैल 2023 को एनएबीएच अक्क्रेडिटशन की कार्यशाला आयोजित की गयी है। इस कार्यशाला में डॉ. राकेश गुप्ता विशिष्ट अतिथि एवं वक्ता के रूप में शामिल होंगे। ज्ञात हो कि एनएबीएच अस्पतालों में चिकित्सकीय गुणवत्ता निर्धारित करने की सर्वोच्च संस्था है।

AHPI helps hospitals to resolve issues with CGHS, ECHS and Ayushman Schemes –

Dr. Rakesh Gupta will be the special guest and speaker Raipur (15.04.2022) A meeting of the National Body of the Association of Healthcare Providers India (AHPI) was held on 13 April 2023, in which all the state units participated. AHPI Chhattisgarh Chapter President Dr. Rakesh Gupta and General Secretary Atul Singhania represented Chhattisgarh in this meeting. In the meeting, the National Director General of AHPI, Dr. Giridhar Gyani informed that the Central Government Health Scheme (CGHS) which covers the healthcare needs of Central Government employees had not reviewed the rates of treatment for the last several years. The hospitals were finding it difficult to treat patients at the old rates due to the rising operating expenses of the hospitals. A request was made by AHPI to CGHS at the national level to increase the rates. This initiative of AHPI has achieved initial success. CGHS has increased OPD consultation and bed charges of ICU and ward. However, clarity on the rates of operation and other medical procedures has not yet been obtained. Dr. Giridhar Gyani also informed that AHPI had raised the issue of pending payment to hospitals from Ex-Servicemen Contributory Health Scheme (ECHS) and had even written a letter to the country's Defense Minister Rajnath Singh on this issue. Till last month, hospitals across the country were to receive around Rs 2,100 Crores from ECHS. AHPI's initiative has yielded positive results. By 31 March 2023, ECHS has almost fully cleared its pending bills to hospitals across the country. In the meeting, President of AHPI Chhattisgarh Chapter, Dr. Rakesh Gupta informed that there were large outstandings under Ayushman Scheme. After AHPI Chhattisgarh brought this matter to the notice of the State Government, the hospitals have started receiving their pending dues. Along with this, the ECHS empanelled hospitals of Chhattisgarh have also been paid their outstanding almost in full. AHPI Chhattisgarh Secretary Atul Singhania informed that a workshop on NABH Accreditation has been organized in association with AHPI National Body on 28 April 2023 at AIIMS Raipur. Dr. Rakesh Gupta will attend this workshop as a special guest and speaker.
